Burma to take back Rohingya refugees

Chittagong, Bangladesh: Burma repeated its decision to take back Rohingya refugees, its citizens staying both in and outside two Rohingya refugee camps in Bangladesh after verification of their nationality, said yesterday in Dhaka press conference.

“Burmese government has categorically informed us that they are ready to take back their citizens and they have the preparations to receive their documented and undocumented citizens, and sought lists of the Rohingyas for verification,” said Foreign Secretary Mijarul Quayes.
In the annual foreign secretary-level “Foreign Office Consultations” with Burmese Deputy Foreign Minister Maung Myint yesterday said sending back of refugee means voluntary repatriation as per international law.
“We don’t want to go back Burma as the situation is not favorable for us. The sectarian violence is still going on” when Kaladan Press asked a schoolteacher from refugee camp about recent Bangladesh program of repatriation.
He also said that the Rakhine racists and Burmese security forces have been killing many innocent Rohingya Muslims in Arakan State, due to sectarian violence since June 8. Many houses of Rohingyas had been burned down into ashes and many Rohingya Muslims are being arrested by security forces without giving any reason. Burmese President Thein Sein’s emergency declaration is only imposed for Rohingya Muslims, not for Rakhines. The Burmese government has no justice, how, we will go there?
We, Rohingya refugees do not want to stay in small sheds in Bangladesh anymore; we want to go Burma with the co-operation of UNHCR and International Community when the political weather is satisfactory in Burma, the schoolteacher more added.
Burma expressed gratitude to the Bangladesh government for not opening the border and not allowing Burmese citizens into Bangladesh during the recent sectarian violence in the northern Rakhine province because it would create fresh problems in bilateral relations, said foreign secretary Mijarul.
However, Mijarul admitted that the repatriation is stalled due to recent sectarian violence in Rakhine province, but it would start immediately after improvement of the situation.
Burmese Deputy FM Maung Myint repeated his government’s decision to take back the Rohingya intruders, who are staying outside the camps, and detained nationals, but it wants to confirm their citizenship through verification before taking them back.
Mijarul mentioned that around 400,000 undocumented Rohingyas are now living in Bangladesh while the number of other Burmese citizens in prisons might be over 100.
According to refugees, “We have been living in Bangladesh since over 21 years at refugee camps in bad condition without seeing our future. So, we urge international community to solve the Rohingya problem as early as possible. We want long-lasting solution soon; we do not want to stay more here.”
At the 6th “Foreign Office Consultations”, Mizarul led a nine-member delegation while Maung Myint led a six-member team, which discussed a wide range of bilateral issues and explored new areas for cooperation.
Meanwhile, Maung Myint called on Foreign Minister Dipu Moni at her office. He thanked Dhaka for the support extended to Rangoon in dealing with the recent violence in Rakhine state, said a press release.
In response, Dipu Moni assured Dhaka’s co-operation in restoring peace and harmony in the bordering State of Rakhine.
Earlier, Burmese delegations came to Bangladesh and held meeting regarding the Rohingya repatriation. They generally agreed with Bangladesh authorities to repatriate the Rohingya refugees while holding meetings.  But, in practical, the agreement was not implemented.

Police arrests more Rohingya in Maungdaw

Maungdaw, Arakan State:  The police officers –Aung Kyaw Than, Tin Aye, Htun Htun, Kyaw Aye and Then Tin from Maungdaw police station- arrested more Rohingya from Maungdaw today with false allegation to extort money, said an elder from Maungdaw.

“The police officers arrested Yaser Hasson, 25, son of Hajee Mohamed Akbar and Bashor 60, from Ward 5 today at about 12:25pm.”
Salim 50, Aman Ullah 25, son of Habib Ullah and Fayas 35 were arrested today from Ward number 2 near Clock tower by Police officers group.
The police officers were destroyed the kitchen  market of Kanree village today morning where the Rohingya community buy and sell goods for their daily survival and beat the Rohingya in the market who ever met with them,
Similarly Iqubal 32, an NGO worker with other four Rohingya including one female, were arrested by police from Bomu village on June 30, according to a villagers from Bomu village.
The police officers are harassing and arresting Rohingya community while the officer met them anywhere in the town and extorting money from Rohingya community after arresting.
On the other hand, Burmese border security force (Nasaka) are checking the family lists in the Rohingya villages of Maungdaw Township where they mostly checking the young Rohingyas and male. When checking the list, the Nasaka used different methods – sometimes mark the missing people, sometime remove  or sometime arrest. The Rohingya villagers are fleeing from the village to another village for fear of arrest. But, Nasaka  are using this Rohingyas as flee from the country to Bangladesh. This is a system of reducing  Rohingya population from Arakan, said a school teacher from Maungdaw.

Breaking news: June 30, 2012

Aklas (22), son of Sayed Ahmed, hailed from Moti Para of Kawar Bill village tract under the Nasaka area No (6), was picked up on June 16 by Nasaka while he was going to another village. He was brought to Zambana out-post Nasaka camp where he was killed. The dead body was found on the field by the villagers on June 28 and was brought to Maungdaw hospital for autopsy. However, on June 29, the dead body was returned to his parents and buried in his village grave yard, according to villagers.

On June 23, six Rohingya villagers from Mongla Gyi of Maungdaw Township were arrested by the Nasaka area No. 6. After arrest, three villagers were released and other three were brought to their Nasaka camp where Md. Noor (20), son of Bodiul Islam was killed in torture, it is learnt. The rest two villagers’ fate is not known.

Besides, another five villagers from Sarforddin village of Nasaka area Number (6) of Maungdaw Township were arrested by Nasaka on June 22 to 26.

They are identified as Osman (25), son of Fazal Ahmed, Yousuf (16), son of Noor Mohamed, Johar (17), son of Mohamed Siddik, Karim Ullah (18), son of Hamid Hussain, Ziaur Rahaman (18), son of Bodi Alam and another one named Habib Ullah (45), son of Nezam of Kyauk Pyin Seik village of Maungdaw Township.

Some Rakhine led by Than Maung Chey attacked Rohingyas in front of Boho Monastery where the security forces are stationed in Maungdaw on June 30. The Rakhine attacked with iron rot to 5 Rohingyas including one female with Rickshaw puller –injured head, backside, hand and legs.

Since, no media is allowed in the trouble zone, there is no way knowing how many villagers had been killed or detained exactly.

Why the latest upshot of ethnic raw nerves centering on a criminal act, but allowed to proliferate as a religious-ethnic reprisal by the majority community under military watch should be handled like “glass with care” approach?

Price of essentials, especially food items is going up alarmingly. Common people are in a very difficult situation. But, price of one thing has down, that is lives of Rohingya people. They are dying like flies on the roads in the hands of army and Nasaka.

Bangladesh has every right to address the problem bilaterally and it necessary internationally. But a hands-on role is missing, said a politician.

No security for Rohingya in Maungdaw

Maungdaw, Arakan State: The Burmese authority –Nasaka, Hluntin, police and Army- are arresting, torturing and killing innocent Rohingyas without giving any reason in Maungdaw Township since June 8, said an elder from Maungdaw.

19 Rohingyas from Nurullah para of Maungdaw south arrested today by Nasaka personnel without any reason, but, after arresting, the Nasaka personnel asked the name of arrestee Rohingya and write down on their note book then said your name was on the list. The Nasaka asked huge money for release, said a villager from Nurullah village.

Shukur son of Sultan and Rashid son of Jalal from Sawmonapara of Myothu Gyi, Maungdaw were arrested today by Nasaka from three miles gate. The village admin officer said there will be more arrest from this village.The villagers are poor and daily labors, but the officer from three miles gate want money from this village with false allegation of so called list – the person who participant in the march for praying on June 8.

Nur Kabir from ward number 5 was beaten and become seriously injure by Hluntin and Rakhine at Maungdaw Cinema hall yesterday at the evening. When Rohingya from ward number 5 informed to army officer about the event, then the army officer with along Hluntin chief and police chief arrived to the spot and save the Rohingya –Kabir. The officers take actions against the Hluntin personnel. The resident from Maungdaw learned that the high ranking officers have no information about harassing the Rohingya community in the field.

The officer bought a battery for police van and told to send it to police station where he was locked up in the police custody. The next day, the police officer asked 5 million kyats for released.

The police officers –Aung Kyaw Than, Tin Aye, Htun Htun, Kyaw Aye and Then Tin from Maungdaw police station- are harassing and arresting Rohingya community while the officer met anywhere in the town and extorting money from Rohingya comminty.

Some of Rohingya refugees land on Bangladesh soil

Teknaf, Bangladesh: Some of Rohingya refugees entered the Bangladesh without knowledge of Bangladesh authorities who have been floating since last Monday after fleeing from Akyab (Sittwe) of Burma.


More than 2,000 Rohingya refugees carrying by 13 boats and have been floating in the Naff River where to take refuge in Bangladesh to escape sectarian riots. Rohingyas are fleeing to Bangladesh from Akyab because of violence in Arakan State where Rohingya villages were burnt down and many innocent Rohingyas were killed by police, Hluntin and Rakhines.

According to Nazim Uddin, upazila Nirbahi Officer (UNO), some Burmese nationals (Rohingyas) had secretly entered into the territory of Bangladesh escaping strict vigilance.”

According to different sources, 39 victims of Rohingyas including women and children entered the Saint-Martin Island on June 12 and more than 200 entered into Shapuri Dip yesterday night.

Among them, some Rohingya refugees have been suffering from crisis of rations. There are some wounded persons and taking shelter in the local areas where they have been facing many difficulties.

A local source said on condition of anonymity that five Rohingya young girls have been missing from the groups who reached at Shapuri Dip yesterday night. They were kidnapped by a group of local youths and some local youths also tried to attempt to sexual assault to the women including girls. Some other Rohingya refugees are floating in the Naff River in the bad weather.

The local also said, most of the children are now suffering from diarrhea, phenomena, fever and cough who reached at the Bangladesh soil. It is very important to provide proper treatment and adequate food immediately by International Community and Bangladesh authorities because of heavy rain in the border.

According to an aide of BGB, despite several light signals the Border Guard Bangladesh (BGB men), who were out there to prevent Rohingya influx, could see no human movement or hails in the boat. It was quite difficult for them to get close to the boat as it was moving irregularly. When they managed to get close they found no one in the trawler.

He also said that he was surprised, as one of the BGB men went for a look in the dark engine room, he suddenly noticed movement of tiny hands and legs.

“It was a newborn baby,” Maj Saiful Wadud, the operation officer of BGB said that they had a tough time getting on to the unsteady boat and brought the baby out. It took them two and a half hours to execute the rescue.

Maj Saiful said, the baby was in a terrible condition and did not have the strength to even cry. The Major also said they had already informed the higher authorities of the matter and necessary steps would be taken.

BGB suspects that the trawler, in which the baby was, might have been attacked by robbers and the passengers abandoned the boat leaving the newborn behind.

BGB and locals provided the refugees with food, water and saline yesterday as the intruders had to be kept waiting in Bangladesh due to bad weather. They were finally escorted out of the territory around 5:00pm.

A Rohingya in tears pleads with BGB and Coast Guard personnel to be let ashore with his family on the Naf River near Teknaf yesterday. The border guards gave them water, food and fuel and sent them on their way back home from which they had run away, according to Daily Star.

On Tuesday, Foreign Minister Dipu Moni said at a news conference in Dhaka that it was “not in our best interest that new refugees come from Myanmar”.

Similarly, the United Nations High Commissioner for Refugees (UNHCR) called on the Bangladesh government on Tuesday to let the Myanmar refugees enter the country who are fleeing sectarian violence in their country.

Rohingya Refugee "should go back to Burma

Refugees fleeing for their lives from persecution and violence in Burma will continue to be turned away from Bangladesh to protect diplomatic relations, a Bangladeshi diplomat tells Channel 4 News.

Dr Mohammad Sayeedur Rahman Khan, Bangladesh's high commissioner to the UK, said that although he sympathised with the plight of the Rohingya refugees fleeing weeks of ethnic violence in north west Burma, they would continue to be sent back regardless.

On Monday, Channel 4 News revealed dramatic footage of dozens of refugees wailing uncontrollably as they were being sent back after reaching Bangladeshi shores.

One man being dragged back onto a boat after reaching the shore was heard saying "they'll kill me". The coastguard sending him back replied: "Allah will save you. Now go back."

Others who had managed to get inside the country described how their children and relatives had been burned alive in the violence sweeping through the Rakhine state.

"It's an unfortunate incident that's taken place in Bangladesh and the Rakhine state of Myanmar (Burma)," Mr Khan said. "Bangladesh expresses all its sympathy to those people being displaced from their own country."

But he added: "It's not possible on the part of the government of Bangladesh to accept further Rohingyas. Bangladesh is trying to improve its relationship with Myanmar. Myanmar is moving towards democracy, and we appreciate that.

"We want to improve our relationship with them further. We are in the process of repatriating 30,000 registered Rohingya. We believe we have done the right thing, because at the end, it's going to solve the problem instead of keeping it alive."Watch the Channel 4

News report on Rohingya refugees fleeting ethnic violence in Burma

The United Nations estimates that around 90,000 people have been displaced by the recent violence in the Rakhine state. Ethnic Buddhists and the Muslim Rohingya blame each other for it.

The refugees fleeing Burma, who have not been identified for their protection, told Channel 4 News that helicopters, believed to be Burmese, had fired on boats carrying refugees which were behind theirs, causing them to burst into flames. The claims were denied by the Burmese authorities.

Mr Khan conceded that the Rakhine state is facing a crisis, but denied that many were refugees fleeing persecution, saying many were also economic migrants.

He added: "Bangladesh has its own problems. So we have to look at the greater interest of the country as well.

"We already have 400,000 to 500,000 Rohingyas. The government of Bangladesh has given law-enforcing authorities [orders] to check if there are elderly people or children or sick people, or those who need treatment, and these things have been provided by the government of Bangladesh."

Mr Khan also claimed that "many, many Rohingyas are creating many problems. Social, environmental." He said: "They have been linked with militant activities, terrorist activities. They're cutting down the forest and settling down there. There are many cases of crimes, and most of these are committed by Rohingyas."

Kuwait condemns inhuman practices against Rohingya Muslims in Myanmar

Kuwait denounced on Sunday inhuman practices against Muslims in Myanmar, an official source of the Foreign Ministry said.

As a member state of the Organization of Islamic Cooperation (OIC), the State of Kuwait is keen to see Muslims worldwide living in better conditions, the source said.

The source quoted a recent OIC resolution calling on the government of Myanmar to put an end to internal displacement and forced migration of Muslims in Myanmar.

Kuwait is making contacts with other OIC member states for putting the Muslim body's resolution in force, urging the government of Myanmar to respect international legitimacy resolutions bearing on human rights.

1 June, about 17:30pm: Hundred of military forces rounded-up the Nurula village and took away about 20 villagers. During the operation, the military entered house to house and damaged every household tolls and dishes and then looted golds and cash, beaten women and kids, The source said that except from side walls everything had been damaged by stamping and pounding with guns.

30 June, Kaladan Press report : One of Na-Sa-Ka forces took away Rohingyans on 16 June, Aklas-22 s/o Sayed Ahmed from Moti Fara of Kawar Bill village, was found dead in the filed near the Zambana out-post Nasaka camp on 28 June.

30 June: Some of about 20 Rohingya villagers of Mingalagyi (Feirumfur) village were released by payment one to three millions Kyat after brutally tortured a week in Na-Sa-Ka custody.

The authority also informed that there will be another raid on coming Friday.

Kyauktaw township

30 June, 10:00am: Four Rohingyans who went for fishing from Nidan village, were surrounded in the middle of Kaladan River by a group of Rakhines and picked them away. A member of Ethnic Rohingya Community-ERC based in Malaysia and who is also relative of the four victims confirmed today that they were not returned nor handed over to authority. The victims are identified as Shakir, Mabu, Ayub and son of Zyabul.

Rakhine people are subsequently entered into the Rohingya villages in the present of security forces and chanting to cleans the villages during night.

Sittwe township

Missing report of 4 June: A staff of a French NGO (Artsen Zonder Grenzen-AZG) and former political prisoner- Kyaw Hla Aung (B.A LLB), nominee MP of Rohingya party-NDPHR for Sittwe during 1990, was arrested from Ye Nwe Su (Derum fara) quarter with false charges since 4 June and taken to unknown. It is confirmed that now he is neither in the custody nor prison. But according to Yangon Press International's report the arrest was in the morning of 11 June.

His first term arrest was took placed in a few days before 1990 election in May therefore he was not became MP. He was released in the end of 1997 after serving eight years imprisonment.

Rathedaung Township

Godaung village, NaungPinGyi village and AnaukPrin village from Rathedaung Township are under live threatening situation yet.

1 July 2012: According to local people information from the ground, the above said Muslims villages are still under lives threatening situation. Today, a military unit came to the villages and started harassing the people without any reason regardless of elderly people, pregnant women, and sick villagers and at last children. Totally helpless Muslims people from the Rathedaung Township have been under the situation of totally overall social devastation for nearly two weeks now and the villagers are absolutely hopeless for their survival.
We frustrated people from these villagers have an earnest request to save our lives from this dangerous state’s sponsored mass killing mechanism at this under dark hour operation.

Please help save us our lives before falling any more misfortune by the means of international diplomacy.

Apartheid against Rohingyas in Arakan should be a concern of international community

The undersigned organisations have strongly condemned the Rakhine National Development Party (RNDP) for revitalizing ‘apartheid’ in Burma against the Muslim Rohingyas of Arakan.

In its statement dated 26 June 2012, the RNDP has dubbed the entire ethnic Rohingyas ‘illegal Bengali intruders’ and urged the people and Government of Burma, inter alia, “to segregate Rohingyas from the Buddhist Rakhines in every town and village of Arakan by relocating them in separate areas away from Buddhist Rakhines’ localities”. It has further demanded “to resettle the non-national illegal Bengalis in third countries within a fixed short period of time through negotiation with the United Nations and international cooperation.”

In the recent ethnic violence, the Buddhist Rakhine extremists in collaboration with army, Lon Htin, Nasaka, well equipped local Rakhine militia or police had killed and injured many hundreds of Rohingya, devastated numerous villages with mosques, burned down thousands of their homes, and looted immeasurable properties and valuables, while forcing scores of starving Rohingya men, women and children fleeing the carnage to drift in the Naf river and Bay of Bengal as Bangladesh has closed its border for them despite international outcries.

It has been well documented that, since 1942, about 1.5 million Rohingyas have fled their homeland of Arakan for various destinations for their lives. On the contrary, thousands of Rakhines known as Maghs from Bangladesh have been regularly settled in Arakan under state programme particularly from Ne Win’s BSPP (Burma Socialist Party Programme) regime. Some of those Bangladeshi Maghs are in the helm of affairs of the state. Thus the alleged illegal immigration of Rohingyas from Bangladesh is unfounded, politically motivated and preoccupation of Islamophobia. It is a racist and xenophobic design of Rakhines to scapegoat the native Rohingyas enwrapping the infiltration of the Bengali Rakhine Maghs into Arakan. Their ultimate objective is to create an independent ‘Rakhine Prey” or Rakhine Country in which the Rohingya remain a stumbling block.

The ethnic flare up was preceded by series of malicious smear campaigns of RNDP and its stalwarts inside and outside Burma preaching hatred while inciting violence against the Rohingya people. It has been increasingly evident that the barbarous aggression was masterminded by RNDP and xenophobic Rakhine academics in connivance with the military hardliners. The RNDP’s policy of ‘forced relocation’ and ‘forced deportation’ of Rohingya with intention of maintaining the hegemony of the Buddhist Rakhine race in Arakan affirm the crime against humanity of ‘Rohingya extermination’. Its statement constitutes a breach of the anti-discrimination clause of every human rights convention and as such perpetrators should be held responsible. Their activities are, without doubt, a great hindrance -- for which the Rohingyas are in no way responsible-- in Burma’s fragile democratization process and promotion of human rights.

In the State capital Sittwe (Akyab) Rohingyas’ shops and properties are being confiscated. Rape of Rohingya women, arrest and detention of Rohingya elites and youths, confiscation of IDs and documents, extortion, theft, and looting of their properties and valuables have been phenomenal all over North ‘Arakan. Humanitarian crisis is unfolding with increasing Rohingya death toll resulting from starvation, food insecurity and lack of medical treatment.



In the light of the above, we make the following demands and requests:

Demand Government of Burma:


Ban RNDP as a political party and bring those responsible to justice for masterminding the ethnic violence in Arakan.

Stop those vile practices of RNDP and other Rakhines immediately.

Provide adequate domestic protection to the Rohingyas without delay.

Stop rape, arbitrary arrest, extortion and ransom, theft, looting and damaging of Rohingya’s properties by army, Lon Htin, Nasaka, Rakhine militia or police at once.

Release forthwith all Rohingyas arrested under false and concocted charges.

Stop seizure of Rohingyas’ shop, properties, IDs and documents and return to the owners all that have been confiscated.

Stop forced labour of the traumatised Rohingyas to build houses for the Rakhines.
Ensure complete freedom of religion, including Friday congregational prayers.


Request to UN and international community:

Request U.N, international community, OIC, EU, ASEAN, USA, UK and Burma’s neighbours to do away with the policy of apartheid against the Rohingyas in Burma.
Request for independent news media to monitor the actual situation in Arakan.
To make independent and impartial investigation into the violence in Arakan.
To extend necessary humanitarian assistance to the victims and displaced people.

Request to Bangladesh Government:

1. To consider providing temporary shelter and protection to the Rohingya refugees fleeing violence and persecution in Burma on humanitarian ground.

2. To try for a permanent solution of the ‘Rohingya problem’ in cooperation with OIC and international community.
